You don't have a inbuilt taste for color
or the color you choose turns out to be totally awful
At least In respect to UI designing you don't have to worry about it
the follwing sites will help you out in matching the best color combinations
and you could save your best color pallets also
this like the kulers has too inbuilt pallets and you colud share your pallets

Apart form this if you know a basic knowledge about colour theories like
- Triadic Color Scheme
- Compound Color Scheme
- Analogous
this would be more help full
But these above mentioned web apps are more than enough to build out a clean website,
